注释：

(1)《中华人民共和国公务员法》第24条规定，下列人员不得录用为公务员的情形有：曾因犯罪受过刑事处罚的、曾被开除公职的以及有法律规定不得录用为公务员的其他情形的。因此出狱的官员从理论上讲由于权力的失去而失去了腐败的可能，虽然作为民众，依然有腐败的可能(比如：行贿)，但是本文所指的腐败主要是指官员的腐败。

(2)“熟人社会”是费孝通先生在《乡土中国》一书中提出的概念。他认为，在我们的传统社会里，任何的人与人多多少少都会有丝丝缕缕的关联，大家可以通过“熟人”织就的网络，沟通关系同时也可以寻找捷径、超越规则，甚至徇情枉法。
